The range of possible temperature changes during any month (or day) in Tibet means you must be prepared for both below freezing and burning sun conditions. You will also need to have an excellent set of 'full body' wet-weather gear.
What to wear is very much a personal choice so stick with what works for you. However, many overland cyclists do carry too much equipment, particularly clothing. I took only two long sleeve tops for all my time in Tibet. You can easily wash your clothes daily and dry them in a few hours hanging on the back of your bike.
Apart from the obvious all-weather clothing and equipment, be sure to take some warm waterproof gloves with mitten inners, and a balaclava. Also take one lightweight long sleeve top to walk/cycle in under the burning midday sun. You may wish to consider throwing in a scarf or bandana for the really dusty and windy afternoons. Be sure to take strong sunscreen and a good pair of sunglasses.
