In his address, the Dalai Lama said that this represented "the most realistic means by which to re-establish Tibet's separate identity and restore the fundamental rights of the Tibetan people while accommodating China's own interests." His Holiness emphasized that "whatever the outcome of the negotiations with the Chinese may be, the Tibetan people themselves must be the ultimate deciding authority."
In his most recent annual 10th March Statement (commemorating the 1959 Lhasa Uprising), the Dalai Lama reaffirmed his commitment to dialogue with the Chinese leaders saying that "as soon as there is a positive signal from Beijing, my designated representatives stand ready to meet with the officials of the Chinese government anywhere, anytime". Dalai Lama's speech also contains forceful words about the international campaign against terrorism saying it is "hypocrisy to condemn and combat those who have risen in anger and despair' while ignoring 'those who have consistently espoused restraint and dialogue".
