By the beginning of the 20th century, China was requesting that Tibet become one of its provinces. That request was emphatically refused by the 13th Dalai Lama. In response to the threat from Russia in the north, a tripartite conference was arranged in Simla (northern India) between China, Tibet and British-India. The resulting Simla Agreement provided that Tibet was under the suzerainty (caretakership) of China but that China would not interfere with Tibet's autonomy. China never signed the agreement, although British-India and Tibet did. In 1913, the 13th Dalai Lama asserted the independence of Tibet and expelled all Chinese troops.
In the 1920s, China's interest in Tibet was increasing and there were repeated invasions. In 1933, the 13th Dalai Lama died and Tibet was once again ruled by ministers.
